I think you deserve someone who is worthy of your attention, so you should not talk to both of them. One doesn't care enough about your time and care, thus feels free to ignore you per his convenience. And well the other is a stand-in for the first one in my opinion(no offense). You do not have to settle for either. If you really need to talk to someone then find someone else and do not stop until you find someone who matches your standards. Or else you can just work on some lost interests of yours in order to forget the urge of talking to them. P.s : this is just how I talk to a friend.
