firstly, never let the person know that u will not call them, do it silently, then u will know the real results, that if they are willing to call back or if they are calling u only because u said u wouldn’t be contacting them,
and also, if u feel that your efforts are one sided only, convey it to them clearly, express ur feelings, get back a proper answer and take the next step then
