By making art. No one likes to admit this, but everyone (by that i mean, literally everyone) can make art. Drawing a person? start with practicing body and faces. Doesnt have to be perfect. Do practice and error feedbacks. Theres a whole community that do zero to hero progress on making arts. Depending on what type of art you're referring to. But, just doing it works too.
